
The Service Line Replacement Plan will be implemented to comply with the EPA's LCRR, which aims to phase out lead lines from the drinking water system to protect public health. This plan will follow a systematic and phased approach to ensure that the process is carried out efficiently and safely.
- Identifying Lead Lines
The first phase focused on the initial inventory. This initial inventory focused on identifying service lines according to their type of materials (lead, non-lead, GRR, unknown). The initial inventory will be the basis for prioritizing areas with the highest risk and continuing to update the inventory. The effort will continue to be able to identify the materials of 100% of the service lines. - Prioritization
Based on the results of the initial inventory, a prioritization strategy will be developed that will give preference to areas that serve the most vulnerable populations, such as children, pregnant women, and disadvantaged communities. - Replacing Service Lines
Minimally invasive excavation methods will be used to replace the lines, to reduce the impact on communities. Lead service lines will be replaced with safer materials, such as copper or plastic (PVC) pipes in accordance with PRASA rules and standards. All of these processes will be aligned with the replacement requirements under the LCRR and with the information that PRASA will be providing about available opportunities for replacements. - Education and Customer Engagement
Residents will be notified before the replacement of service lines begins in their areas. In addition, PRASA will offer educational programs on the importance of line replacement and the impact of lead on public health as well as the scope of its work, initiatives, and opportunities.
This plan is designed to ensure that Puerto Rico complies with federal and local regulations, in alignment with the goals of the LCRR.
