This is a responsibility that we must face together, the AAA and our clientele, so that we can be effective and eradicate this misconduct, which erodes the agency's budget and undermines the quality of our service by having to dedicate substantial resources to identify and prosecute offenders.
Public collaboration is essential to identify tampered meters and organizations that benefit from water and sewage services without paying for them.

The following situations were real. We left out identifying the people or companies that committed the violation, but the cases occurred:
Example 1: Building in Old San Juan with a business and apartments with a canceled account and a water meter registering water consumption. They received a fine with administrative charges and bail of $15,000, in addition to a charge for unpaid consumption of $85,000 = $100,000.
Example 2: Residence in Carolina with a canceled account, but consuming water for 11 calendar months. They received a fine of one thousand dollars; plus $200 in administrative fees, $500 bail, $462.83 for consumption and $525.60 for another delinquent account on another property = $2,688.23.
