Public and Private Projects (PPP) is an area assigned to Infrastructure, responsible for evaluating and issuing recommendations to any project, for the possible connection to PRASA's water and/or sewage systems.
For each new proposed project, PPP is responsible for establishing the connection point for both the water and sewage system services, in coordination with the other areas concerned in PRASA, and for defining the required improvements in the systems, to make it possible to connect the project. PPP is also responsible for collating and approving the construction plans of the hydraulic facilities, validating the works conducted both at the project site and those applicable outside, coordinating the tests and issuing the final acceptance, in order to proceed to authorize the connection to the PRASA systems.
In addition, it is responsible for implementing the Taxation and Collection Regulations for the Right to Connect to PRASA Systems. In accordance with these Regulations, the PPP Office prepares and issues invoices for the payment of impact charges (charges for right to connect) and also issues invoices for disinfection, use of construction water, charge for connections, and other associated charges.
In PPP, requests are also received and evaluated for: new drinking water connections with diameters equal to or greater than ¾”, connections for the fire prevention system, changes in the diameter of existing water meters, modifications in the configuration of water meters, among others.
Public and Private Projects (PPP) provides its services through the Headquarters Office located on Ave. Barbosa and five regional offices located throughout the island.
Law 161 of December 2009, as amended, creates the new Integrated Permit System (IPS) of the Government of Puerto Rico and the Office of Permit Management (OPM).
In accordance with the Joint Regulations on Permits for Construction Works and Land Use, “Joint Regulations”, any case involving new construction or extensions must be filed through the OPM.
Any request for recommendations on aqueduct and/or sewer system, for the possible connection to PRASA systems, must be accompanied by Form AAA-1190, completed in all its parts.
The following documents must be included in the filing of all cases. You will need to review the list of documents indicated in the Form AAA-1190 for other documents that may apply to your particular case:
All cases must be submitted to the OPM electronically through the external portal “Single Business Portal” (sbp.pr.gov).
