Pre-treatment standards and good management practices for discharges from dental offices to the health system of the Puerto Rico Aqueduct and Sewer Authority.
Effective July 14, 2017, the Environmental Protection Agency (EPA) established pretreatment standards under Federal Regulatory Code 40, Part 441 [40 CFR § 441 — Dental Office Point Source Category], for dental office clients who discharge wastewater that may contain amalgam.
As part of the Puerto Rico Water and Sewer Authority's (the Authority) mission to return clean water to the environment, the Pretreatment Program has developed the necessary documents to facilitate compliance for applicable dental office clients.
Existing dental users who are subject to the regulation established in 40 CFR § 441 must submit to the Authority the One-Time Compliance Report on or before August 14, 2020. New users must submit the above-mentioned report no later than 90 days after the start of the discharge or transfer of ownership, as applicable.
The thoroughly documented original copy of the One-Time Compliance Report will be sent to the Authority at the following address:

We also request that you send us a copy of the form One-Time Compliance Report through email amalgamarule@acueductospr.com.
After submitting the One-Time Compliance Report you must keep a copy at your property and have it available for inspection by the Authority.
The Pretreatment Program has developed a guide (Dental User's Guide) for the purpose of helping dental users determine their applicability and provide guidance on the requirements of One-Time Compliance Report and the Amalgam regulation.
